Paul leads the Business Acceleration function within Talent Enablement, driving strategic execution, operating model transformation, workforce capability advancement, and enterprise-wide enablement initiatives. Based in Belfast, Northern Ireland, Paul brings more than 25 years of experience across Learning & Development, talent strategy, organizational change, and business transformation. Throughout his career, he has held multiple leadership roles across Human Resources within FMCG, Agri Food, Aerospace, Technology and Insurance.
Paul holds a Bachelor of Arts (BA) in Professional Development and Human Resource Management from the University of Dundee and a Master of Science (MSc) in Strategic Learning and Talent Development from Dublin City University (DCU). He is passionate about developing future-ready organizations through leadership development, talent strategies, and scalable workforce solutions.
Prior to joining Allstate, Paul led large-scale learning, talent, and transformation initiatives globally focused on leadership development, capability building, organizational effectiveness, and business performance. In his current role, he partners across Talent Enablement, Human Resources, and business leadership teams to accelerate strategic priorities, improve operational effectiveness, and ensure the successful delivery of enterprise talent initiatives.
He is responsible for advancing key areas including strategic planning and execution, program governance, commercialization and go-to-channel enablement, innovation, and cross-functional integration across the Talent Enablement ecosystem.
With a focus on simplification, scalability, and measurable business impact, Paul works to translate strategy into action by connecting people, processes, and priorities. He is recognized for his collaborative leadership style and his ability to align diverse stakeholders around shared goals, helping teams deliver meaningful outcomes for employees, leaders, and the organization.
